The prosecutor's office brought charges against Wiesław M., former director of the support department at MPWiK, Jacek M., former manager in this department and former partner of the Silesian company Rafał T. – spokesman of the District Prosecutor's Office in Warsaw Łukasz Łapczyński. This is an investigation related to corruption in the capital MPWiK.

As the Polish Press Agency learned, allegations regarding the setting of public tenders for the supply of a new suction excavator for the Municipal Water and Sewage Enterprise and pressure vehicles.
In the case of a tender for a suction excavator, Wiesław M. and Jacek M. from November 2017 to August 2018 were to enter into an agreement with entrepreneurs offering the supply of this equipment and provide them with information about the tender before its official announcement.
"They gave them the amount of the planned budget for this purpose and accepted the description of the subject of the contract written by one of the entrepreneurs, which was then partly used in the tender," explains Prapapinski. Wiesław M. and Jacek M. were also to convince the MPWiK authorities to change the description of the subject of the contract and increase the budget for this purpose by over PLN 230 thousand (to the amount of over PLN 2.5 million) – so that the excavator in question meets the conditions of the public contract .
It was similar with the tender for the supply of two brand new pressure vehicles for MPWiK. From January 2017 to September 2017, men were to enter into an agreement with entrepreneurs supplying this type of vehicle and provide them with information about plans for MPWIK to conduct a tender for the purchase of this equipment before its official announcement.
Here, they also gave them the amount of the planned budget for this purpose and accepted the description of the subject of the contract written by one of the entrepreneurs, which was then partly used in the tender. "During the delivery of the second of the vehicles, they also sought not to impose contractual penalties on entrepreneurs for delays in the delivery of equipment," said Łapczyński.
In addition, Wiesław M. heard an allegation of accepting a financial benefit of PLN 1,800 from the entrepreneur in connection with the public function of the director of the Support Division at MPWiK. The money was transferred to a student sports club for the purchase of sports clothes.
"The suspect admitted that such an amount had been transferred, but denied that the transfer was related to his function," says a spokesman for the District Prosecutor's Office in Warsaw.
In turn, Rafał T. heard allegations regarding entering into an agreement with Jacek M. and Wiesław M. in order to achieve financial benefits for the company he represented in connection with tenders for MPWiK.
The suspects pleaded not guilty of the charges they were being charged and gave explanations. In relation to Jacek M., the prosecutor applied preventive measures in the form of police supervision combined with a ban on contacting suspects and a surety for property in the amount of PLN 30,000. zł.
As for Wiesław M. and Rafał T., the prosecutor increased the amount of the property surety to the amount of PLN 200,000. zł. The prosecutor also applied to them preventive measures in the form of police surveillance combined with a ban on contacting suspects.
On Tuesday, the CBA announced that it had detained three people in the investigation of corruption in the capital MPWiK. As reported by the CBA, the officers made detentions on the orders of the District Prosecutor's Office in Warsaw.
