SIMALUNGUN – In the midst of the Covid-19 pandemic, the State Civil Apparatus (ASN), especially echelon III and IV officials in Simalungun District, were actually attacked by illegal outbreaks (extortion) mandatory payment of incentive payments.
Allegations of extortion of echelon III and IV officials are carried out with the mode of liability for the incentives received to be deposited to the person appointed by the leadership of the regional apparatus organization (OPD), namely the head of service or head of agency.
One echelon IV official at the Simalungun District Health Office, said the obligation that must be submitted at 10% of the incentives received through account transfer, is the realization of the January and February incentive payments that were only paid in mid-March and must be paid this April. "If the obligation to pay incentives is not paid for my position, it can be non-job," he said Tuesday (4/21/2020) to SINDONews.
The practice of extortion incentives according to information obtained, has been going on since 2019. In fact, he said the incentive for two months for full officials to be deposited with ASN elements appointed by the leadership of the OPD so that the officials concerned were not removed or even transferred.
Secretary of Simalungun Mixnon Andreas Simamora who was confirmed via WhatsApp (WA) message regarding incentive extortion among echelon III and IV structural officials refused to give an answer.
While the Head of Simalungun Regency Communication and Information Agency, Wasin Sinaga denied the information. "That's not true, because the incentives go directly to the recipient's account, so how can it be collected," said Wasin.
It is known that echelon II officials in the ranks of the Simalungun District Government each month receive incentives of Rp10 million-Rp15 million, Eson III around Rp6 million and Echelon IV of Rp4 million.
